Windows 95 doesn't have MUI support. However if you look into the file "COMCTL32.DLL", you will see different versions of the String Table and Dialog resources within the file. Here is a snippet of the String Table resource.

Maybe "COMCTL32.DLL" was used during Windows 95 Setup, and Microsoft wanted to deploy a version of the Setup that would work in all the languages that were available in Windows 95.
